Is UCAS statement length different for grad school?

I am an ESL student finishing my undergrad in biology and the writing center tutor said my UCAS personal statement was too casual for a future master's application. I am confused because the 4,000-character limit is strict, but I do not know if the tone needs to be much more formal for graduate expectations compared to undergraduate ones.
