I've got a literature review chapter due in 4 weeks for my EdD in Curriculum and Instruction, but I'm stuck on how to organize my literature?

I've been reading and annotating articles for months, but every time I try to outline or create a mind map, I get overwhelmed and end up staring at a blank screen. I've tried the Pomodoro technique and breaking down the task into smaller chunks, but I still can't seem to make progress. My budget is tight, so I don't have the luxury of hiring a research assistant or taking a writing course, and my family is counting on me to finish this chapter by the end of the semester so that I can apply for the dissertation grant. I need help deciding on a practical and sustainable approach to organizing my literature and getting this chapter written.
