Is it normal for a supervisor to disagree with every chapter draft I submit?

I have sent six chapters and received detailed markdowns on all of them, mostly asking for structural changes that undo earlier ones. I am exhausted and starting to doubt the project. How do I tell whether this is constructive supervision or something else?
