How to start a dissertation in APA 7 format?

I have three other papers due next week and my dissertation advisor wants me to begin the literature review now. The dissertation requires APA 7 citations and I’m stuck on how to handle references with over twenty authors. I’m not sure whether to use et al. right away or list all names in the reference list.
